Bill gives the concession speech? HIS office is in Harlem...and this is important for Hillary's run because...?
Not showing up to say in person, "I congratulate my opponent" and sending your husband to do the dirty work while trying to say it's about me, not him...a bit awkward, no?

It has been announced that Hillary is going to speak at 9:30.
Standard protocol is for others to speak before the winner. That indeed is going to happen here, although it did not look like it earlier when it was being reported that she would not speak and had the networks read what is the content of a usual concession speech sent out by her campaign, then Bill gave what read like a concession speech from Missouri, and finally it was announced that she would speak.
I apologize for casting aspersions when it looked like she would not speak, but any way you slice it, it's odd.

It is being reported that Clinton's address will be her standard stump speech, but will not be a concession speech.
